Elias G. Skoulidas was born in Arta (Greece) in 1967.

He received his BA with honors from the Department of History, University of Ioannina in 1989. In 2001 he completed his PhD with honors from the Department of History at the University of Ioannina. From 2001 up to 2008 he worked as a historian of modern history in the Library of the University of Ioannina.

He has taught modern Albanian history in seminars at the Department of Political Science and History, Panteion University (Athens), modern Balkan history in the spring term at the Program of European Studies of the University of Washington (courses taken place at the University of Ioannina) (2006-2012), modern Balkan history in a master degree level at the Department of History and Archaeology, Aristotle University of Thessaloniki (2013). He gave a series of lectures at Universities in USA (Yale, Columbia, Washington) related to Greek-Albanian Relations in 2005.

Since March 2008 he has been an Assistant Professor of Modern History at the Department of Traditional Music, Epirus Institute of Technology, where he was the Head of the Department (2008-2013).

He is member of the Board of the Institute of Ionian and Adriatic Studies (IMIAX). Also, he is member of the following scientific societies: Minority Groups Research Centre (KEMO), Mnemon, Civil Wars Study Group (CWSG), Association of Epirotic Studies (EHM).

He works mainly on topics related to modern Balkan history, especially regional tensions and Greek-Albanian relations during the Age of Nationalism and the early Cold War Era. He was a member of the research group financed and honored by “John S. Latsis Public Benefit Foundation” for the research about the “Greek minority in Albania: Education and demographic mobility in Albania and Greece”, 2009. He speaks English, French, Italian and Albanian.

He was member of the Organizing Committee and he will be co-editor of the proceedings of the following conferences:

  1. Greece and Albania during the Cold War: “Perceptions” of the Greek Policy, (Thessaloniki 2010).
  2. Scrambling for Power: War and Political Transformation in the Balkans during the 1940s, (Thessaloniki 2012).
